Among the speakers at the July Property Managers’ Meeting was Tim Mitchell, an attorney with Cohen, Hochman, & Allen, who addressed Local Law 45 of 2016. The law was passed earlier this year to establish a temporary program to settle outstanding Environmental Control Board (ECB) violations issued by the Department of Buildings (DOB).
 
Mitchell covered the requirements for amnesty, penalties and consequences for not correcting outstanding judgments, and what the amnesty program does not cover, such as DOB civil penalties for boiler and elevator inspections façade, and benchmarking; criminal/civil court judgments; partially paid ECB violations; and those violations under a Marshals’ Docket. The program will run from Sept. 12 through Dec. 12, 2016.
